A Halloween-night protest outside the Immigration and Customs Enforcement facility in Portland ended in chaos after officers declared an unlawful assembly and made three arrests.
Video from the scene shows protesters — some in costume — chanting near the gates before officers moved in to disperse the crowd.
Police confirmed three individuals were arrested and released later that night. The footage from the scene quickly went viral across social media.
